Description
The Hessian Perspective Program for Improving the Labor Market Opportunities of Severely Disabled Persons (HePAS 2024) is aimed at employers in Hesse and promotes the creation and stabilization of socially insured jobs and training positions for severely disabled persons through attractive financial incentives. It enables premiums for voluntary internships, trial employment, company training positions, permanent hires, and inclusion agreements. Furthermore, compensation and transition premiums are granted to workshops for people with disabilities (WfbM) that support the successful transition of their employees into the general labor market. The program runs until December 31, 2026, and specifically complements the statutory benefits for vocational integration.
Only employment relationships in Hesse with at least 15 weekly working hours and collective or local customary remuneration are eligible for funding. The premiums include €1,000 for internships (€1,500 for more than eight weeks), €1,000 per month for trial employment, up to €14,000 for training, and up to €9,000 for hires. Additional premiums of up to €4,000 reward particularly disadvantaged target groups, inclusion agreements are rewarded with €2,000, and WfbM receive up to €15,000 in compensation and transition premiums. Applications must be submitted to the Integration Office of the State Welfare Association of Hesse before the start of employment – in exceptional cases within six months thereafter. The necessary application forms are available in different versions for internships, trial employment, training, hiring, inclusion agreements, as well as compensation and transition premiums.
