Funding objective
The measures of the Employment Foundation serve to provide labor market policy support for necessary adjustment processes resulting from structural change and to combat skilled labor shortages. In the case of an implacement foundation, suitable unemployed individuals are qualified according to demand and close to the workplace in cooperation with companies seeking personnel and are taken on in an employment relationship.

Description
The Implacement Foundation represents a social partnership instrument for job-related qualification of unemployed individuals and is implemented in cooperation with companies experiencing significant personnel needs. A foundation concept recognized by the Public Employment Service (AMS) is developed, combining theoretical training and further education content with practical assignments within the company. Participants remain entitled to foundation unemployment benefits throughout the measure and are continuously supported through case management. At the end of the qualification process – upon successful completion – participants are taken on into regular employment. The funding targets small and medium-sized enterprises (SMEs) with immediate personnel needs as well as suitable unemployed persons wishing to complete company-specific qualification.
Training and further education measures as well as the costs of external qualification institutions or trainers are funded with a subsidy rate of 75% and a maximum funding amount of up to €2,000 per participant. The project duration can be up to 36 months. Prerequisites for a positive funding decision include, in addition to the AMS-recognized concept, financing by the participating companies (possibly supplemented by local authorities) and the involvement of company and inter-company social partners. Employment relationships or minor activities during the qualification measure are excluded. The funding has been ongoing since January 1, 2013, and is available until the allocated volume is exhausted. The involvement of all relevant actors ensures tailored qualification and makes an important contribution to combating the shortage of skilled workers and successfully managing structural change.
