Funding objective
The state program Work 2021–2027 aims to strengthen the labor market in Schleswig-Holstein. It supports companies in recruiting and retaining skilled workers, promotes the further training of employees, increases women's labor market participation, assists young people in the transition from school to work, and integrates disadvantaged groups such as the long-term unemployed and refugees into the primary labor market.

Description
The State Program Work 2021–2027 is an ESF Plus co-financed labor market instrument of the state of Schleswig-Holstein, running continuously until the end of 2027 and designed as a grant funding scheme. Sponsors from the economy, public sector, non-profit, and educational institutions can implement projects aimed at recruiting skilled workers, qualification, social integration, and promoting women. The goal is to strengthen the competitiveness of the regional economy, open up new perspectives for employees through training and further education measures, and support women in their employment careers. Special attention is also given to young people transitioning from school to vocational training and job seekers, including the long-term unemployed and refugees.
Personnel costs, material and travel expenses are eligible for funding, but not interest expenses, land acquisition, or refundable VAT. Applications can be submitted continuously via the service portal of the state of Schleswig-Holstein, provided that the project’s location and implementation take place in Schleswig-Holstein. A digital funding application prior to the project start is a prerequisite. The project duration extends up to a maximum of 84 months. Selection criteria include the degree of innovation, sustainability impact, relevance to target groups, and regional reference. Application documents include a project description, a cost and financing plan, the CV of the project management, and the ESF Plus application form. The program particularly targets small and medium-sized enterprises, trainees, pupils, refugees, and unemployed persons working toward reintegration into the primary labor market. With its broad funding scope, it contributes to higher employment participation and strengthens social cohesion.
