Funding objective

The aim of the funding is to remediate environmentally harmful contaminated sites in urban areas and to ecologically enhance sealed or underutilized areas, as well as to prepare necessary contaminant remediations to reduce environmental hazards in soil and groundwater. The soil as a natural resource is to be protected, its functions restored, and a contribution made to the protection of groundwater, the improvement of biodiversity, and adaptation to climate change.

Description

The State Program Economy 2021–2027 supports projects for contaminated site remediation and land revitalization in Schleswig-Holstein with funds from the European Regional Development Fund (ERDF) and state resources. Eligible applicants include districts, independent cities, towns, municipalities, administrative offices, as well as municipalities not belonging to an administrative office. Funding is granted as a non-repayable grant of up to 60% of eligible expenses (up to 70% for remediation aimed at reuse). A minimum own contribution of 10% as well as a minimum investment of €200,000 must be demonstrated. Applications can be submitted digitally at any time via the state’s service portal. The responsible approval authority is the Investment Bank Schleswig-Holstein (IB.SH).

Funding is provided, among other things, for investigation and planning services, soil management concepts, professional dismantling, transport and disposal of contaminated soils, water retention measures, deep foundations, and occupational safety measures. Prerequisites include, among others, the commissioning of approved experts in accordance with § 18 BBodSchG, an appraisal report on property valuation including statements on value enhancement, as well as a post-use concept for ecological enhancement. For suspected contaminated sites, registration in the Soil Protection and Contaminated Sites Register must also be demonstrated. Evaluation particularly considers the combined contribution of remediation and revitalization, reduction of sealed surfaces, reduction of pollutant loads, process efficiency, and implementation readiness. The objective is to protect soils as a natural resource, promote biodiversity, and contribute to groundwater protection and climate adaptation.
