Support for the operation of Pro-Active Centers and innovative, model measures for the further development of youth vocational assistance and individualized case management, in order to improve the social stabilization as well as the training and employability of young people in challenging life situations.

In Lower Saxony, a funding program by NBank in cooperation with the European Social Fund Plus (ESF+) supports the operation of Pro-Active Centers, which serve as flexible counseling offices offering individual case assistance for young people aged 14 to 26 in challenging life situations. The aim is social stabilization and the creation of everyday structures that contribute to a sustainable improvement in training and employability. The funding covers not only the operation of the centers but also innovative, model measures for the further development of youth employment support. With a non-repayable grant of up to 90% of eligible total expenses (maximum €1 million) and a project duration of up to 22 months, there is scope for experimental approaches and rapid implementation of promising concepts.
Eligible applicants are districts, independent cities, and the Hanover region, which act as independent, personnel-distinct organizational units. A prerequisite is the professional and administrative suitability of the final recipients with proven expertise in work-related youth social work, as well as the implementation of individual case assistance by social pedagogical specialists. Eligible expenses include costs for educational and counseling staff as well as a residual cost lump sum of 40% of eligible personnel expenses. Required documents include a comprehensive project description, an overview of project personnel, an activity description for ESF+ and ERDF, as well as declarations on electronic document archiving and compliance with the EU Charter of Fundamental Rights.
