Description

The Medienboard Berlin-Brandenburg supports independent production companies in the region with interest-free, conditionally repayable loans for the development of filmable screenplays and production-ready story concepts. The aim is to strengthen the regional media industry and film culture by promoting creative project preparations in cinema and television. Up to 80% of eligible costs are covered; the funding rate typically ranges between 50 and 80%. Application deadlines are announced in due time, with the next submission deadline on 05.05.2026. Funds may be used for fees of screenwriters, dramaturgs, and directors, research and material costs, as well as translation and consulting expenses. Costs incurred before the funding decision and provisions for creative staff such as production management are not eligible. Disbursement is usually made in three installments, with the final tranche paid after approval of the final development report.

Eligible to apply are SMEs based in Berlin-Brandenburg that submit a detailed exposé or treatment, a financing and cost/regional impact plan, proof of filming rights or option contracts, as well as a schedule. A preliminary personal meeting with funding officers must be arranged. Selection is based on the quality of the screenplay, the economic viability of the financing structure, and regional impact. A prerequisite for approval is also the registered office or place of business in Berlin-Brandenburg. After successful development and the start of production, the funding must be repaid from revenues; in the case of unrealized projects, the repayment obligation ends five years after the completion of the development phase. This program thus provides targeted support for innovative filmmaking in Germany’s leading film location.
