Social Housing Promotion – Rental Apartments

The funding in Schleswig-Holstein supports public institutions, companies, and non-profit organizations in the construction, expansion, and modernization of rental residential buildings with permanently rent-controlled apartments. The goal is to secure affordable housing for low-income households in the long term. Both new construction projects as well as comprehensive modernizations and development measures are eligible for funding. An open-ended application period allows flexible project planning, while the Investment Bank Schleswig-Holstein, as the state's central funding institution, provides the funds in the form of grants. Applicants must demonstrate that the project location is in Schleswig-Holstein, comply with the allocation guidelines for social housing, and document the neediness of the future tenants.

Eligible costs include, in particular, construction and production costs, architectural and planning services, as well as development costs. Pure acquisition of existing buildings without modernization, retroactive expenses, and external financing are not eligible for funding. The allocation decision is based on the creation of rent-controlled housing, long-term rental commitments, and solid project financing. To submit an application, a completed funding application, site plans and inventory documents, a detailed cost and financing plan, as well as a construction description with a schedule are required. Through this funding, Schleswig-Holstein makes a significant contribution to strengthening regional infrastructure and improving the housing situation of low-income households.
