Residential care housing for homeless and unhoused individuals

The program "Residential Care for Homeless and Housing-Insecure People" in Vienna promotes long-term housing options with expert, individually tailored counseling, support, and accompaniment services. The goal is to improve the living situation by ensuring self-determination and independence within a recognized facility. The service is intended as a residential alternative to independent living and is based on personal needs. Providers commit to implementing a needs-based care and support concept, ensuring professional documentation, as well as conducting quality assurance and evaluation. Housing forms include emergency shelters, temporary accommodations, and supported living. A network of services and institutions within Vienna’s homeless assistance system ensures coordination, prevention, and aftercare.

Eligible for funding are homeless or housing-insecure individuals, as well as those threatened by loss of housing, who have their main residence in Vienna, are willing to cooperate, and can demonstrate an income at the minimum security level according to the Vienna Minimum Security Act. Additional requirements include the presence of a social emergency, no usable assets, and Austrian citizenship or equivalent status. The grant is provided as a subsidy for accommodation and care costs, paid directly to the recognized facility. Applications can be submitted at any time. Required documents include, among others, an official photo ID, proof of income, citizenship, current registration certificate, possibly marriage or divorce certificates, as well as evidence of any care allowance and assets. Funding decisions are made by the Fonds Soziales Wien based on a professional individual case assessment; reports and documentation must be submitted continuously.
