Description
The funding guideline “Implementation of Blue Infrastructure in the Rhenish Mining Area (FöRL BIRR)” is aimed at legal entities under public law – in particular municipalities, municipal associations, water associations, and public-law institutions – that wish to implement water management measures within the program area of the Rhenish Mining Area. The focus is on adapting to changed hydrological conditions as a result of the coal phase-out by 2030: this includes the ecological restoration of surface waters as well as wastewater engineering projects such as retention soil filter systems, the relocation of channels and discharge points, and the further treatment of combined and stormwater. Land provision and technical wastewater solutions are also part of the eligible funding spectrum. For all projects, a funding rate of up to 80 percent of eligible expenses applies – EU and state funds are available within the framework of the ERDF/JTF program 2021–2027.
Prerequisites include a valid wastewater disposal concept, compliance with generally accepted rules of technology, and consideration of the requirements of the “Blue Guideline” and the “Manual for Transverse Structures.” Applications can be submitted continuously; the full utilization of funds must be completed by July 31, 2026. A binding period of 25 years ensures long-term effectiveness. For the application, among other documents, a project description, proof of legal form and responsibility, as well as technical documents for the action plan must be submitted. Entrepreneurial activities within the meaning of EU state aid law are excluded from funding. Professional support is provided by the responsible authorities of the Düsseldorf District Government.
