Funding objective

The State of Berlin supports measures for the needs-based expansion of childcare by creating and equipping new care places as well as maintaining and modernizing existing daycare places. Funding is provided particularly for start-up assistance for capacity expansion with initial equipment, start-up assistance for renovation to preserve places, construction measures (new construction, expansion, conversion, daycare-specific interior fittings), renovations, and projects to activate already approved places.

Description

The State Program for Daycare Expansion promotes the demand-oriented expansion of early childhood infrastructure in Berlin through grants for the creation, initial equipment, modernization, and renovation of new daycare places. Support is provided for start-up assistance measures for place expansion including initial equipment (up to €2,000 per place), start-up assistance renovations to maintain existing places (also up to €2,000 per place), construction projects such as new builds, expansions, or conversions (up to €30,000 per place), daycare-specific interior fittings (up to €20,000 per place), renovations (up to €10,000 per place), as well as the activation of already approved places (up to 90% of eligible expenses). The funding rate is up to 90% of eligible expenses and makes a significant contribution to creating local childcare offerings.

Eligible to apply are non-profit, recognized providers of independent youth welfare, daycare municipal enterprises of the State of Berlin, providers of public youth welfare in the districts, as well as the Berlin local youth welfare offices. Prerequisites include, among others, an identified need in the respective district region, a permit according to § 45 SGB VIII, compliance with earmarking periods, and assurance of overall financing. Applications for start-up assistance and start-up assistance renovations can be submitted continuously; for construction measures and activation projects, the application deadline is set annually from January 1 to May 31 for the following year. Required documents include, among others, two copies of the application, project description, cost estimates, financing plan, proof of non-profit status, permit according to § 45 SGB VIII, as well as site and construction plans. Providers receive the application documents via GSE gGmbH; the Senate Department for Education, Youth and Family ensures program financing.
