The Housing Promotion Department within the Office of the Upper Austrian State Government, Directorate for Social Affairs and Health, supports private builders, housing seekers, and non-profit organizations in Upper Austria in the construction and financing of owner-occupied homes, rental and condominium apartments, as well as terraced and semi-detached houses. It provides comprehensive information on funding programs, reviews applications according to minimum technical and energy efficiency requirements, issues funding commitments, and works closely with HYPO Upper Austria and the Upper Austrian Energy Saving Association.

Our mission is to promote affordable, sustainable, and intergenerational housing in Upper Austria. Through targeted financial incentives, professional advice, and the establishment of ecological standards, we strengthen community living, secure housing for all population groups, and contribute to energy efficiency and climate compatibility in residential construction.

The funding programs are primarily aimed at private builders and owners with their main residence in Upper Austria who wish to construct single-family homes or condominiums, as well as tenants applying for housing allowances. In addition, municipalities, non-profit housing associations, and social organizations implementing residential environment measures such as playgrounds or barrier-free elevators are supported, as are individuals and households whose income falls within the legally prescribed income limits.
