Department 4 of the Carinthian State Government is a central specialist department of the state of Carinthia and is responsible for the coordination and management of all statewide activities in the areas of family support, child protection, child and youth welfare, and equal opportunities. It is divided into the Child Protection Unit, the Social Inspection Division with an internal control system (ICS), and the interdisciplinary needs and development planning for child and youth welfare. The department's task is to establish standards and quality development processes in child protection, provide counseling and networking services, and support families in challenging life situations at an early stage.

Department 4 is committed to ensuring that all children and adolescents in Carinthia have the right to grow up free from violence and to the best possible developmental conditions. We promote a partnership-based collaboration with parents and professionals to firmly embed child protection knowledge in initial and continuing education. Through coordinated networking and continuous quality development, we aim to ensure that support services are provided at an early stage and are consistently improved in their effectiveness.

The services and funding programs of Department 4 are aimed at children and adolescents in the state of Carinthia, families and guardians in difficult life situations, professionals and institutions such as early childhood educators, teachers, physicians, police officers, as well as psychosocial service providers, district administrative authorities, and local counseling centers.
